Powerbot is safe to use on RS3?

Depends on what you're doing and how you do it. Botting is never safe, though.

It's safer than a couple of revisions ago, but it's never without risks.

Always a high ban rate nowadays but its worth the risk.

I would say no, not right now. They're still/always working on improving the client. The bannings have slowed down a bit, but still not "safe" to go risk botting. I'd say wait a little bit longer and keep an eye on the Rants section on the situation of banning.
